Revamp Project (2000 BPD) - 2021

Deep Conversion Refinery:

The reduction of Furnace Oil (FO) from 27% to 5% marked the refinery as Pakistan’s first Deep Conversion Refinery. This advancement signifies a major industrial achievement, positioning the refinery at the forefront of technological innovation in the country.

 

All units of this project were designed and operated by the Petroleum team. This has increased their technical capabilities & ability to perform such jobs in other refineries as well.

VLSFO Production:

 The indigenous development of the Very Low Sulfur Furnace Oil (VLSFO) through Vacuum Distillation and thermal cracking enhances the industrial capability of the refinery. This also signifies an improvement in the refinery’s processing efficiency and product quality.

Gasoline Production Project (GPP) (3400 BPD) - 2025

Euro-V Gasoline Production:

The project to produce Euro-V Gasoline (Petrol) and LPG is a significant industrial development. It introduces advanced processing units such as Naphtha Hydrotreating (NHT), Light Naphtha Isomerization (LNI), and Heavy Naphtha Reforming (HNR), positioning the refinery as a pioneer in producing high-quality, environmentally compliant fuels in Pakistan.

Economic Impact

Market Leadership

First in VLSFO Production:

Being the only refinery producing and supplying VLSFO as Marine Fuel according to regulations positions the refinery as a market leader, likely resulting in higher market share and revenue.

Introduction of Euro-V Gasoline:

The capability to produce Euro-V Gasoline, which meets stringent international environmental standards, opens new markets and potential export opportunities, enhancing the refinery’s revenue streams.

Value Addition:

FO Reduction and Conversion:

The deep conversion capability reduces the production of low-value Furnace Oil and increases the output of high-value products such as High-Speed Diesel (HSD), contributing positively to the refinery’s economic performance.

Advanced Processing:

The introduction of new processing units for producing high-octane gasoline and LPG adds significant value to the refinery’s product portfolio, increasing profitability.


Supply of VLSFO from Pakistan provide Foreign Exchange to Country. The Sale from Petroleum will save Foreign Exchange on import of equivalent quality of gasoline. There are problems in the sale of FO which has been reduced due to reduction in the quality of FO. Further, capacity of refinery for production of valuable products increased due to no upliftment issue of FO.

Technology Upgradation

Vacuum Distillation and Thermal Cracking:

The use of advanced technologies for upgrading Furnace Oil to HSD showcases the refinery’s infrastructural modernization. This revamp not only enhances the refinery’s processing capacity but also improves its environmental footprint.

New Processing Units:

The addition of NHT, LNI, and HNR units as part of the Gasoline Production Project indicates a significant infrastructure investment. These upgrades enhance the refinery’s capability to process different types of crude and produce cleaner fuels.

Regulatory Compliance:

Environmental Standards: The shift to producing VLSFO and Euro-V Gasoline demonstrates the refinery’s commitment to meeting international environmental regulations, which likely required infrastructural changes to ensure compliance with lower sulfur emissions and cleaner fuel standards. All these units were constructed by the Pakistani Contractors with the management of Petroleum Business Team. Due to this, the Petroleum team has the capability to perform construction work of refinery units. It also has the capability to align other industrial units like Steel, Large Scale Manufacturing for the material supply & fabrication work of equipment like Vessels, Columns, Heat Exchangers, Furnaces & Structural material.

Sohail Ismail, Group Director Internal Audit and Digitalization, is a seasoned professional with over 25 years of experience in all spectrum of business value creation including, but not limited to, Corporate Governance, Enterprise Risk Management, Sarbanes-Oxley (SOX) Act Compliance, Internal and External Audits, Due Diligence Reviews, etc. His passion for Digital technologies, dedicated leadership qualities coupled with understanding of finance and Enterprise Resource Planning offerings, has enabled him to digitalize the Corporate organizations he has worked with, in Pakistan and Middle East.
